Rephrasing (also known as rewriting) is saying or writing something in a different way keeping the original idea intact. It is one of the most common exercises in English test such as First Certificate. It usually includes changes in verb tenses, passive voice, reported speech, conditionals, relatives and modal verbs among many other ones.
